My pet conspiracy theory is that Hegseth is the fall guy installed specifically for PR and to be as cartoonishly obtuse as possible meanwhile Feinberg is running the whole op and is getting off completely scott-free.

A simpler but more mentally taxing interpretation is that Hegseth is actually as stupid as he seems and everyone is getting off completely scott-free.
