EAS / IPAWS are accessible and usable by a vast amount of governmental services already.

WEA is accessible to state (and local?) police for example to send amber alerts.

Really the risk of that type of alert you’re referencing could be sent in a localized area by most agencies if a mistake were made. (Though I wonder how many have a missile threat inbound alert pre programmed…)
