Even Japanese startups take MONTHS to have official banks account they can use for charging their clients. If you need anything fast, Rakuten Bank is your (pretty much) only option.

Yuucho, as well, though they are very slow with int'l wire transfers. Almost walked in/walked out to set up, though.
